Directions

Chop the garlic chives into 3 cm (1.2 in.) lengths.

Julienne the bell pepper.
 - 
Add some salt to boiling water. Boil the bean sprouts and (2), after a minute or so add in (1) and quickly boil. Drain in a colander.
 - 
Place (3) into a bowl, add in (A) and dress the ingredients.
- Adjust the amount of Japanese chili oil to be added as per your preference.

Cut the bell pepper in half, fold the stem and then remove the seeds with your fingers. This is an easier and less wasteful method than using a knife.
